What Is the Comfort Home Program?
The Comfort Home Program is a NYSERDA initiative that helps New York homeowners make their homes more energy-efficient through professionally installed “seal and insulate” packages. Unlike income-based programs, Comfort Home is available to any homeowner in New York State, regardless of household income.
The program provides incentives ranging from $2,000 to $3,000 to offset the cost of air sealing, insulation, and high-performance window upgrades, while funding lasts. These packages are designed to solve common problems like drafty rooms, uneven temperatures between floors, high heating and cooling bills, and ice dams in winter.
Home Performance Professionals is a NYSERDA-approved Comfort Home contractor with over 25 years of experience in Western New York. We handle everything from your initial consultation through installation and quality verification.
How the Comfort Home Program Works
It starts with a no-fee consultation. Our team evaluates your home and helps you select the improvement package that fits your needs, including available incentives and financing options. There’s no pressure and no obligation.
From there, we handle the installation using professional-grade materials and building science techniques. You get measurable improvements in comfort, lower energy bills, and a home that’s ready for future clean heating upgrades.
Comfort Home Seal and Insulate Packages
NYSERDA offers tiered packages based on the scope of work. Your home must meet the conditions of the full package to qualify for the incentive. *While funding lasts*
| Package | Description | Incentive |
|---|---|---|
| Good | Seal and insulate attic + seal and insulate rim joists | $2,500 |
| Better | Seal and insulate attic + seal and insulate rim joists + insulate walls + insulate floors | $3,000 |
| Best | Seal and insulate attic + seal and insulate rim joists + insulate walls + insulate floors + install ENERGY STAR® windows | $2,000 |
Good Package: $2,500 Incentive
- Seal and insulate attic
- Seal and insulate rim joists
The average home saves 14% on heating and cooling bills after installing this package. This is the highest-impact starting point for most homes in Western New York, addressing the two biggest sources of energy loss.
Better Package: $3,000 Incentive
- Everything in the Good package, plus:
- Insulate walls
- Insulate floors
The average home saves 20% on heating and cooling bills after installing this package. This is the most comprehensive insulation upgrade, creating a fully sealed and insulated building envelope.
Best Package (Windows Add-On): $2,000 Incentive
- After air sealing and insulating, upgrade windows to ENERGY STAR rated units
For homes with completed air sealing and insulation upgrades, replacing windows saves an additional 8% on heating and cooling bills. This package is available after a Good or Better package is installed.

Why Seal and Insulate First?
If you’re considering upgrading your home’s heating or cooling system, sealing and insulating first is the smartest investment you can make. Here’s why:
Smaller equipment, lower cost. A well-sealed and insulated home requires less energy to heat and cool. That means you can install smaller, less expensive heating and cooling equipment, like a heat pump, and it’ll still keep your home comfortable.
Lower operating costs. Smaller equipment that runs less frequently costs less to operate month after month, compounding your savings over time.
Immediate returns. Even if you’re not ready for new equipment, seal-and-insulate packages start paying dividends from day one through lower energy bills, improved comfort, and eliminated drafts.
Your Comfort Home contractor can also provide an estimate for a new heat pump system or help you find a qualified installer and available rebates and financing for equipment upgrades down the road.
